Windmills sit on a rotating base to be able to turn to face the wind. This winch was attached to the windmill and you would tie a cable around a post in the ground (these posts were every 30 degrees in the ground). When you winched the cable, t would pull rotate the windmill in the direction of the fixed post in the ground.
